    Most Americans believe that holding the entire government hostage is the wrong way to make policy changes. I agree with them.

    Executive-fiat is the wrong way to make policy changes, too.

    Prudence, indeed, will dictate that such power should not be used for light and transient causes. But when a long train of abuses and usurpations remove all fixity of the written compromises of our intensely negotiated laws, it is their right, it is their duty, to defund such lawlessness, and to provide new legislation for our future health, prosperity, and liberty.

    Preventing the use of tax payer money for what has become lawless tyranny, is a proper and just use of our constitutional powers and obligations.
