   There is a line in here that I did hear in the central area in the 70s. A manager of an apartment building I owned asked a little girl what she was going to do when she grew up and the little girl responded that she would collect welfare checks like her mother and grandmother. That was during a time that another baby meant a bigger welfare check. We get more of what we reward and less of what we tax = basic logic.
